WATER SYSTEM UPDATE 8-31-22 @ 1:03 p.m.

It has been determined that the problems with the water that occurred this morning were a result of the recent replacement of the pump at the Mary Rowe Well.

The water will clear itself soon. The Mary Rowe Well pump’s replacement will ease the need for trucked in water as that pump has not been operating properly for a while.

Residents have complained of yellowish water with a metallic taste and smell. Until we can determine the cause, please DO NOT DRINK OR USE THE WATER.

Hemlock Road - Road Closures & Water Interruptions

Beginning on Monday, 8/22/22, A new zone meter pit for the Hemlock, Gould Pond Road and Alpine Way roads will be installed near the intersection of Hummingbird and Hemlock. At the moment the plan is that the roadway will be closed for thruway traffic on Hemlock. Please plan on using an alternate route during the daytime hours of about 7AM to 6PM for Monday thru Wednesday. Use of Hummingbird or traveling around the lake using Emerald Drive and Red Fox Crossing are options. Please watch for construction equipment on Emerald Drive and Red Fox Crossing around the lake.

There will be a potential for water service interruption on these same roads on Tuesday/ Wednesday while connecting the new meter pit to the current piping system. Please plan accordingly.

Water System Project Update

*** Final funding approval has been completed by the Governor’s Council ***

This sets in motion our ability to proceed with all of this year’s projects that were approved at the Annual meeting. Those include continued water system distribution line replacement, improvement and development of treatment system on Patten hill well sites, and improvement and development of treatment system on Meeting house treatment plant.

Additional approvals of grant projects were also approved recently and that allows for those projects to begin. They are Stormwater Asset management development, Asset Management program improvement, Strategic planning Grant.

Current Project Status

Sur Construction have completed the installation of new mainline and resident hook ups on Ellenbrook and Deer point. The installation of new water line on Old Lantern Road will be completed during the week of 8/22/22 along with Resident hook ups to begin that same week. Temporary water line has been installed on Birch tree lane and is expected to begin serving residents during the week of 8/22/22. Once on temp service, the excavation and installation of the new line will begin on Birch tree Lane. Clean up and finish work on roads will be addressed on all roads as timing and weather permits.

Next step: determine from (7) seven remaining identified project roads as to which will be next for this calendar year before winter sets in. As this is determined, notices will be shared with the respective roadway residents so that they may prepare accordingly for any road access or water system need interruptions.

PLEASE CONSERVE WATER

(Approximate location of Hillsborough shown on map.) It has been a dry summer with very little rain and minimal snowpack melt in the spring. Please conserve water any way you can.

To date (8-18-22) 444,000 gallons of water have been delivered at a cost of $48,928.70.


LAKE WATER TESTING UPDATE

This is the latest information from the NH Dept. of Environmental Services regarding Cyanobacteria testing:

Our Cyanobacteria samples aren't above the advisory level (70,000 cells/mL) — and never have been, so at this point DES suggests we just resample if it looks like the material is growing or extending in the area of coverage. The highest sample was 19,600 cells/mL at Meetinghouse Beach, 19,200 cells/mL at Emerald Beach, 400 cells/mL at Eastman Beach, and 150 cells/mL at Hummingbird beach. The state lab is too busy with samples from lakes with planktonic cyanobacteria blooms (we are dealing with benthic Cyanobacteria, which grows on the lake bottom) across the state to perform routine sampling for Gould Pond/Emerald Lake. DES doesn’t perform routine testing on any waterbody; they only have the capacity to do reaction-based sampling when blooms are reported. Considering that even the highest sample here was below the advisory level, DES can only review samples if the situation visually becomes worse. Luckily, cyanobacteria are a visual phenomenon. We encourage folks to do personal risk assessments by visually looking at the water before recreating in it and avoiding this material as best as they can! — NHDES

The district tests the beaches for E.coli in June, July, and August — that testing is done for the summer. Obviously, if someone reports a problem we will test as needed.

*** PARTIAL WATER TURN OFF - Tuesday 8/16 ***

There will be a partial water turn off on Tuesday 8/16 in the area of Greenfield Drive while SUR construction hooks up the Deerpoint Drive water line back on the mainline on Bog Road. Some other roads that could see a possible impact could be Deerpoint Drive, Seminole, Bog Road between GreenField and Deerpoint and Ellenbrook.

CYANOBACTERIA UPDATE — FRIDAY, AUGUST 12, 2022

The State Lab has returned the following results from testing done on all four beaches today. The highest level observed was 19,600 cells/mL. This isn't a "typical" situation, because the algae is more benthic (appears on the lake bottom) in nature. The State issues advisories at 70,000 cells/mL and we are well below that.

It is suggested that swimmers stay away from the area where the material is growing — usually at the outer edges of the swimming area.

If you stay away from the areas where you see blue-green algae growth on the bottom you should be safe.

Keep an eye on children to keep them from interacting with the algae growth.If you think the algae growth has spread, please notify a board member and we will retest to make sure everything is OK.

The E.coli warning has been lifted from Meetinghouse/Dog Beach.

A sample was taken to the lab yesterday and the count was 39.9 — substantially lower than the previous sample. Beaches will be tested tomorrow (8/12) for Cyanobacteria. Results should be available tomorrow afternoon and will be posted as soon as they arrive.

VOLUNTEER(S) NEEDED FOR BEACH TRASH PICKUP

The Board of Commissioners is looking for a volunteer(s) to empty the trash cans at the beaches here in the district. The work includes emptying the trash cans, replacing trash bags, removing aluminum cans from trash (transfer station won’t take the bags with cans in them), and taking it all to the transfer station. The beaches have 1 trash can each. The cans could be emptied on your schedule, but we would suggest picking a day when the transfer station is open, so you don’t end up storing it at your home. The district will supply trash bags. If you feel it would be worth purchasing separate trash cans clearly marked “Aluminum Cans Only” for each beach, we are open to that. You could do all four beaches or four people could adopt a beach — whatever works for you! Please contact a commissioner at info@elvdnh.com if you’re interested.

The clerk is also in charge of annual elections, which includes preparing forms for election candidacy, preparing ballots, mailing out absentee ballots, and taking minutes and/or recording them at the ELVD Annual Meeting. The Clerk is also responsible for any other correspondence as directed by the commissioners. The stipend for this position is $215.00 per month. *** CYANOBACTERIA ALERT UPGRADED ***

Today’s beach water test used actual algae bloom material taken from the lake bottom. The testing results are included here. The picture is from Emerald Lake, Emerald Beach, but the algae can be seen at all the beaches. It is located mainly off to the sides, where swimmers haven’t kept the lake bottom stirred up. The beaches are not closed, but we urge everyone to use their best judgement about deciding to swim — especially those with small children. When in doubt, stay out. We will be testing the water again next week and as needed until we’re sure it is gone. What you should look for is a blue-green algae sitting right on the lake bottom, not floating around or forming “slicks” on the water’s surface. If you should see the blue-green slick, please notify the board immediately.

FRIDAY, AUGUST 5, 2022 EMERGENCY WATER SHUT OFF FOR RED FOX CROSSING AND OLD LANTERN AND POSSIBLY: THE WESTERN END OF EMERALD DR., CHIPMUNK, MIDNIGHT WALK, RAINBOWS END, FIREFLY, BEAVER GLEN, and RACCOON ALLEY.

The water will be turned off shortly and work will commence finding and repairing leaks on Red Fox Crossing and Old Lantern. If you see any evidence of a leak, please notify a Board member ASAP.

LATEST BEACH WATER TEST RESULTS

On Wednesday, August 3, 2022, four water samples were taken from all beaches. There were two samples for E.coli taken at each beach as well as two samples for Cyanobacteria.

E.coli results won’t be available until next week.

Here are the results for Cyanobacteria:
The cyanobacteria densities were low. NHDES posts advisories at a cell count of 70,000 cells/mL. The highest density I saw was 626 cells/mL from your samples, so no, there is no need to close the beaches. If the density exceeded 70,000 NHDES advises against recreation, but we do not close beaches.

Deb is hoping to take samples of the brown algae bloom to the State lab tomorrow to be tested as we’re not sure what that algae is. If I can get there before noon we may get results later in the day. My schedule may not allow that, but I will try. If they get the samples after noon, we’ll have results on Monday. Cyanobacteria is a blue-green floating algae. Any sighting of that should be passed along to the board immediately so we can get it tested. Thank you all for keeping an eye on things.
